On-Campus Rules and Regulations at Jiangnan University

In order to maintain the normal teaching, research, working and living order of the university and to create an environment conducive to nurturing capable young people well-prepared to join the socialist cause, these regulations are formulated by taking into account the actual situation of the university and in accordance with the “Several Provisions on the Management of Campus Order in Colleges and Universities” and “Regulations on Internal Security of Higher Education Institutions” issued by the Ministry of Education of the People’s Republic of China.

Article 1 When entering the campus, student should wear the school badge or show a valid ID such as the student ID card, work ID card or campus smart card.

People outside the campus should register at the gatekeeper and enter the campus only with permission.

Article 2 The university shall strengthen the management of badges. The badges and student ID cards for undergraduate students are issued and managed by the Academic Affairs Office; those for students of continuing education by the School of Continuing Education and E-learning; those for postgraduate students by the Graduate School; those for faculty members by the Personnel Department. The campus smart cards for both students and staff are issued and managed by the Network Information and Operation Center. Temporary visitors to the university for training, further education or work must register with the Security Office through departments concerned and obtain the relevant certificates for entry and exit.

Article 3 Foreigners, and compatriots from Hong Kong, Macao and Taiwan who visit the university for official, business or academic activities are only allowed to enter the university with an invitation letter from the university. Those who request to visit the university on their own must be approved by the International Office before entering the campus.

Foreigners, and compatriots from Hong Kong, Macao and Taiwan who are invited personally by students, staff and faculty to visit friends and relatives at the university shall register with the gatekeeper before entering the campus.

Article 4 Domestic journalist visiting the university for media reports must hold a press card and an introduction letter, and may only enter the campus with the consent of the Publicity Office of the CPC Jiangnan University Committee (hereinafter referred to as the Publicity Office).

Journalist from foreign countries, Hong Kong SAR, Macao SAR and Taiwan must hold a press card and an introduction letter from the Foreign Affairs Office of Jiangsu Provincial People’s Government or the Hong Kong, Macao and Taiwan Office of the State Council, and contact the International Office for permission before entering the campus.

Article 5 People entering the campus shall abide by the laws, regulations and rules of the university, and shall not engage in activities incompatible with their status or disturb the campus security.

Article 6 Anyone from outside the university must register with the gatekeeper before entering the student dormitory and deregister when leaving. No one is allowed to stay overnight in the student dormitory.

Article 7 Notices, announcements and advertisements shall be posted on the bulletin boards designated by the university, and the distribution of publications shall be examined by the Publicity Office and approved by the Security Office. Arbitrary posting is prohibited on campus.

Article 8 The erection of temporary buildings in public places on campus and the installation of facilities such as acoustics, radio, television, internet, access control and monitors shall be approved by the relevant school departments and shall not be set up or installed without approval. Temporary buildings and facilities must be used and managed in accordance with the relevant regulations once they have been set up or installed.

Article 9 Entertainment activities held on campus, such as theatrical performances and activities held by any school or department shall be approved by the relevant schools or departments. Student activities jointly held by different schools or departments shall be approved by the Youth League Committee; faculty and staff activities jointly held by different schools or departments shall be approved by the Trade Union. Theatrical performances and other activities are normally held on holidays and not open to the outside (except for units invited by the Youth League Committee and the Trade Union), and must not disturb the campus order of teaching, research and living.

The screening of films or videos in public or outdoor venues must designate persons directly liable for the event and get approval from the Publicity Office and put on record by the Security Office. Whoever hosts the event and uses the facilities shall be held responsible for the security and safety of the venue and facilities. Those who are responsible should strengthen the fire control and oversight of screening contents.

Article 10 Stores set up on campus for newspapers, books, audiovisuals, graphic printing and other businesses shall be licensed and shall clearly set forth the management departments and persons in charge. Such businesses shall be approved by the Publicity Office and put on record by the Security Office.

Article 11 For assemblies, lectures or other events organized not by the university, schools or departments, the organizers shall apply to the Publicity Office one week in advance, stating the purpose, the number of people, the time, the venue and the names of the persons in charge. The Publicity Office shall inform the organizers of the decision at least three days prior to the event.

Article 12 For indoor activities such as academic lectures and seminars held on campus that are not organized by the university, schools or departments and beyond the cultivation program, the organizers shall submit an application to the relevant departments one week in advance: application of philosophy and social science activities shall be sent to the Publicity Office and the Institute of Social Science; application of natural science activities to the Institute of Science and Technology; application of student associations’ activities to the Youth League Committee. The application should state the content of the academic activity, the name of the lecturer, the person in charge and other basic information. The relevant departments shall inform the organizers of the decision at least three days before it takes place.

Article 13 The associations established by students, faculty and staff shall be organized in accordance with the “Regulations on the Registration and Administration of Associations”. The establishment of non-public associations on campus shall be reported by the organizers to the relevant departments of the university for approval: student associations shall be approved and managed by the university’s Youth League Committee or the branch league committee of relevant schools; faculty and staff associations of natural science activities by the Institute of Science and Technology; faculty and staff associations of social science activities by the Publicity Office. Non-public associations on campus are not allowed to carry out activities beyond their founding purposes.

Article 14 Publications and documents of faculty or student associations must abide by China’s laws, rules, regulations, educational policies and the university’s regulations, and be approved by the relevant departments before they are printed and distributed.

Article 15 Students and faculty using the network shall follow the relevant regulations of the country and the university and shall not log onto illegal websites or disseminate harmful information.

Article 16 No organization or individual shall engage in superstitious or illegal religious activities on campus.

Article 17 Students, faculty and staff should follow the “Regulations on the Management of Campus Environment at Jiangnan University (Trail) (President Office of Jiangnan University [2012] No.13)” and are not allowed to engage in such activities on campus without permission: a) fishing; b) bird hunting; c) keeping pets, poultry and livestock; d) climbing, cutting, destroying, transplanting trees; e) picking flowers and fruits.

Article 18 Faculty and students shall strictly follow the university’s arrangements in teaching, scientific research, life and other activities. No one shall disrupt the campus order of teaching, scientific research and life or prevent others from conducting such activities. No one shall use the university’s resources to hold teaching, scientific research and other activities for profits without permission.

Article 19 Students shall not engage in alcoholism, fighting, gambling, drug use, dissemination, reproduction, and trafficking of illegal books and audiovisual products, or other acts that violate the regulations on public security; they shall not participate in illegal pyramid schemes; they shall not cause disturbances or riots; they shall not play gambling games such as Mahjong on campus.

Article 20 Unlicensed persons are prohibited from running businesses on campus. Hawkers are strictly prohibited from entering student dormitories to peddle their goods. Temporary commercial stalls set up on campus must be approved by the Security Office and operate in designated locations. Students are not allowed to engage in commercial activities. Students who are supported or approved by the university to start their own businesses should obtain the relevant certificates. Students with part-time jobs should report to the Student Office and the Youth League Committee.

Article 21 Smoking is prohibited on all campus properties, and smoking rooms are not allowed to be set up.

Article 22 Interaction between male and female students shall conform with the social morality, and any misbehavior is strictly prohibited.

Article 23 Students are prohibited from driving motor vehicles (including motorbikes) and electric vehicles on campus. Violators shall be dealt with in accordance with the “Regulations on Disciplinary Punishment of Students at Jiangnan University (Revised 2017)”(President Office of Jiangnan University [2017] No.37). Bicycles must have licenses, and functional locks, bells and brakes. Students should park their bikes neatly in designated areas and get off the bike when entering or exiting the gates. Carrying others and rushing down the slopes are strictly prohibited.

Article 24 Drivers of the motor vehicles shall follow the “Regulations on the Traffic Safety on Campus of Jiangnan University (President Office of Jiangnan University [2008] No.26)” and the “Regulations on the Management of Motor Vehicles and Traffic of Jiangnan University (Trial) (President Office of Jiangnan University [2015] No.38)”. The driving speed shall not exceed 5 km/h when entering or exiting the campus gates, and not exceed 40km/h on campus. No honking on campus, and vehicles should be parked in designated places.

Article 25 No one shall charge an electric vehicle on campus by connecting wires without authorization. Violators shall be punished in accordance with the “Provisional Regulations on Disciplinary Punishment for Faculty and Staff of Jiangnan University (President Office of Jiangnan University [2015] No.5)” or the “Regulations on Disciplinary Punishment for Students of Jiangnan University (Revised 2017)”.

Article 26 To take public property out of the campus, one must hold a printed exit permit issued by the university; to take large items or luggage out of the campus, one should hold a proof issued by the relevant departments and be verified by the gatekeeper before leaving.

Article 27 Teachers, students and staff of the university (including foreign teachers and international students), as well as others visiting the university for activities, shall abide by these regulations, safeguard the fundamental system and national interests stipulated in the Constitution, and maintain the order of teaching, research and life in the university.

Violators may face criticism, be asked to write a self-criticism letter, be ordered to correct wrong behaviors, and be dealt with in accordance with the discipline of Jiangnan University; Those who violate the “Law of the People's Republic of China on Penalties for Administration of Public Security” shall be handed over to the public security organs,and handled by the judicial organs when a crime is constituted.

Article 28 These regulations shall come into force as of the date of promulgation. The working group of management and safety on campus is responsible for the interpretation of these regulations. The former document “Regulations on the Management of Campus Order of Jiangnan University (President Office of Jiangnan University [2014] No.26)” shall be repealed simultaneously.
