Regulations on the Management of International Student Apartments at Jiangnan University

These regulations are formulated for the better management of student housing issues and to ensure both the safety of students and the order of the property, according to the actual situation of the university and the spirit of several documents, including “Regulations on the Recruitment and Cultivation of International Students” (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security), “Management Measures for the Enrollment and Cultivation of International Students at Jiangnan University” (President Office of Jiangnan University [2018] No. 39), and so on.

Article 1 International students dwelling in campus apartments shall abide by all the relevant rules and regulations regarding the management of student apartments, including the regulations hereof, and shall not use the property for any activity that breaks Chinese laws and regulations or the university’s rules and regulations.

Article 2Accommodation for international students is allocated; no private exchange of rooms or occupation of others’ rooms is permitted. Students are not allowed to assign or sublet their room or bed.

Article 3 Lending or duplicating keys (or entrance access cards) is not permitted under any circumstances. If the keys or access cards are lost or damaged, they shall be reapplied at the apartment management office, and students shall return their keys and access cards at scheduled time upon graduation. Room keys shall only be used by the residents to whom they are provided.

Article 4Students shall take care of the public property and report any damage to the administrator in a timely manner. Appropriate compensation will be required according to the cost for any item damaged or lost by the offending person.

Article 5Room facilities in the apartments are allowed to be used only inside the rooms; communal facilities in the shared spaces are not allowed to be brought into the rooms for use.

Article 6Students shall take good care of their personal belongings and check the doors and windows before they leave the apartment to prevent theft.

Article 7No events are allowed to be held in and around the apartments without permission.

Article 8 Students shall observe the rules of reception. Visitors are required to show their valid documents and register at the management office. No visitor shall stay overnight.

Article 9Students shall cooperate with the management staff if they need to enter the room for work purposes.

Article 10Students who have finished their studies shall go through the check-out procedure on time, and those who have overstayed will be charged according to the standard rate of temporary accommodation.

Article 11Students shall be well-behaved and keep their apartments clean and tidy. They are required to enhance their legal awareness and public morality.

Article 12Any of the following violations will bring about appropriate penalties or disciplinary actions according to the severity of the circumstances.

1. To stack personal belongings in public areas such as hallways

2. To dump trash and debris into hallways, communal kitchens and toilets in the room

3. To scribble, paint and post inside the rooms, on the outside walls and in the hallways

4. To park bicycles at undesignated spots

5. To spit or litter

6. To damage public facilities

7. To disturb others by making loud noises in and around the apartment

8. To stay out at night

9. To let others stay overnight in the apartments without permission

10. Any other misconduct in the apartments.

Article 13Any of the following violations will bring about appropriate penalties or disciplinary actions according to the severity of the circumstances, and the items shall be confiscated.

1. To connect power cable, pull wires or network wires in breach of the regulations

2. To use high-power electrical appliances such as electric stoves, electric heaters and rice cookers

3. To use open flame appliances such as paraffin (gas) stoves, alcohol stoves (lamps), and liquefied gas stoves

4. To burn waste privately

5. To obscure the smoke alarms

6. To raise pets

7. Any other acts that violate the rules and regulations.

Article 14Any of the following violations shall be subject to disciplinary sanctions or shall be transferred to the judiciary if necessary.

1. Gambling

2. To make trouble after drinking

3. To participate in fighting and endanger personal safety of others

4. To store or use flammable, explosive, toxic or other hazardous substances

5. Crimes involving terrorism, violence, and so on

6. Prostitution, viewing or distribution of obscene materials

7. Theft, extortion, blackmail, fraudulent taking of other people’s property

8. To preach religion or hold religious activities

9. Behavior contrary to social customs or degrading others

10. Any other acts in violation of the law.

Article 15These regulations shall come into force as of the date of promulgation, and the Logistics Management Office and the School of International Education reserve the right of interpretation regarding any item specified or indicated in the above regulations.
